Permits and height limits

Pocatello requires a permit for every fence, full stop. Municipal Code 15.28.010 states that no person shall erect or construct any fence within the city without a permit issued by the building department beforehand — there is no exemption for short runs, low fences or like-for-like replacement. Heights under 15.28.030 are seven feet maximum citywide, four feet within a designated front setback, four feet in the side setback of a corner lot whose rear lot line abuts the side property line of a lot facing the side street, three feet within the street sight triangle measured forty feet each way from the intersection of two street edges, and three feet within an alley sight triangle ten feet each way. The building official may allow chainlink or similar open fences to four feet in a street sight triangle where they determine it will not be a traffic hazard. No fence may be electrified. The benches are Pocatello silt loam, on 1 to 4 and 8 to 12 percent slopes, which the official series description records as very deep and well drained, formed in loess and silty alluvium derived from loess, with only 5 to 15 percent clay in the control section. That augers cleanly and predictably. The steep ground on the east side is Cedarhill–Ririe–Watercanyon complex on 30 to 60 percent slopes, where the constraint is the slope and the access rather than the material. The single most useful thing to know is what this ground is not: with clay running roughly 10 to 16 percent throughout, these are silty, low-clay soils, and nothing here behaves like the expansive clay that drives footing design in other parts of the country. Can an iron fence go in a corner sight triangle?

Possibly, but it is the building official's call rather than an entitlement. Section 15.28.030(G) limits anything inside the street sight triangle to three feet above the centreline street elevation, forty feet in each direction from the intersection of the street edges, then allows the building official to approve chainlink or similar open fences up to four feet where they determine the sight obstruction will not be a traffic hazard. An open steel picket fence is a reasonable candidate for that description, but the determination belongs to the department and is worth confirming rather than assuming.

Is it actually iron?

Almost all modern ornamental iron fencing is welded steel with a powder-coated finish, or aluminium in the same visual style. True wrought iron is largely a restoration and custom material now. This matters practically rather than semantically: steel is stronger and takes impact better, aluminium will not rust at all but is softer, and the finish is what protects steel, so the finish is what has to be maintained.
